1. There is some anxiety in the Community regarding use of private
certifiers, and whether or not they can be relied upon not to
overlook deviations from approved plans, given their contractual
relationship with the property owner or developer
2. It has also been claimed that, in some cases, some structures
have been allowed to proceed to completion even though their
position, dimensions or form deviate from the approved plans.
In some cases the deviations may be minor, and in others, construction
may have proceeded so far, when the deviations are noticed,
that the certifying authority may hesitate to refuse certification
or order demolition.
3. We don't yet know if either concern is justified. However,
we are currently assembling 'case-history' material to examine
these matters further.
