MINUTES OF THE GENERAL MEETING HELD ON WEDNESDAY, 12 DECEMBER,
2001, AT GREENWICH COMMUNITY HALL, 46 GREENWICH ROAD COMMENCING
8.10 pm
OPENING Vice President John Gebler chaired the meeting.
Attendance Approximately 20 people attended the meeting as
recorded in the attendance book.
Apologies Tom Lawson, Val Boyce, Bronte Gebler. D Murchison
and Pam Palmer apologised for late arrival
CONFIRMATION OF MINUTES OF GENERAL MEETING -17 OCTOBER, 2001
Moved by Bruce Pike that the Minutes be accepted as a true
record of that meeting. Seconded Neil Jones. Carried unanimously.
MATTERS ARISING FROM MINUTES
Judy Washington November presentation "Greenwich around
Federation"
It was moved by Denis Smith that the secretary GCA writes
to Judy (with copy to the General Manager Lane Cove Council)
thanking her for the informative and most enjoyable presentation
to the Greenwich community on 28 November. Seconded: Jill
Paine. Carried unanimously.
Christine Kirkwood moved that Mary Ed Hartnell be thanked
for proposing and organising the night. Thanks were extended.
CORRESPONDENCE
Christine Kirkwood informed the meeting of the correspondence
which had been received or sent since the last General Meeting
(refer attachment A - correspondence register).
John Gebler tabled:
- letter dated 19 November, 2001, from Peter Brown, Lane Cove
Council responding to GCA's letter re skatepark facilities
in Greenwich
- letter dated 10 December from Makinson & d'Apice concerning
the application to ATO for a private ruling
FINANCIAL REPORT
The Treasurer was not at the meeting and did not provide the
secretary with a Financial Report for tabling. It was therefore
moved by the Chairman that the Financial Report be deferred
until the next meeting.
FORUM ON TRAFFIC (Councillor Rod Tudge took the chair and
asked the meeting to welcome Ross Selleck ("RS"),
(Executive Manager, Urban Services Division, Lane Cove Council)
who is responsible for assessing, designing and applying traffic
management within the Lane Cove Municipality.
Attendees were invited to address Mr Selleck on traffic matters
of concern within Greenwich.
Ann Stein: Excessive speed of traffic in Carlotta Street (often
coming from River Road, up Gore Street then heading in a southerly
direction along Carlotta Street)
R S advised that speeds of up to 71km had been recorded in
this area and that the matter has been referred to the Traffic
Committee which is developing options for traffic management
(speed calming devices, narrowing of road). A petition of
30 residents requesting that Carlotta Street be turned into
a cul de sac at Ford Street was considered by Council and
it was decided not to adopt the request.
E Aitchison: suggested that a Give Way sign be erected to
clarify who has right of way at the junctions of Evelyn, Ford
and Carlotta Streets
R Selleck Advised that council is putting together proposals
for the Carlotta Street area. When alternatives are documented
Council will consider a) letterboxing proposals b) addressing
another GCA Meeting on the subject; and c) covering the issue
in a GCA newsletter
Denis Smith: raised concerns about commuter parking along
both sides of Glenview Street and the resultant narrowing
of the street. RS responsibility for parking contrary to signs
still with Police
Tricia Johns: expressed concern of cars speeding along George
Street and the dangers posed at the junction of George and
Mitchell Street. She asked whether it is possible to have
more 50km signs erected. RS 50km signs responsibility of RTA
- they would assert enough signs in the area.
John Gebler: noted that the No Parking signs near Landenberg
Place had been removed
D Smith: questioned responsibility for the programme for traffic
lights at the junction of Greenwich & River Roads. RS
Traffic Control Centre - programmed to maximise traffic flow
along River Road
Bruce Pyke:Raised concerns about turning traffic at the junction
of Greenwich Road and Bellevue Street
Jill Pain: asked whether a centre vibra line could be inserted
in Greenwich Road near Landenburg Place
Bruce Hill: suggested that at the junction of Greenwich &
River Roads the two traffic lanes on the south western side
of Greenwich Road be marked with arrows (similar to those
arrows on the north-eastern side)
N Boyce: raised concerns about a proposal to move the bus
shed in Manns Avenue. Response: the bus shed is to remain
in its current site.
Jill Pain: Expressed concern about the number of accidents
at the corner of River Road and Canberra Avenue and asked
what can be done to prevent drivers of cars from losing control
of their vehicle which then moves into the path of an oncoming
vehicle. RS spoke of the difficulty with this area because
one half of the road is within North Sydney Municipality and
the other in Lane Cove.
D Murchison: asked whether multi purpose pathways (ie suitable
for pedestrians and cyclists) could be introduced. RS responded
Council has a cycling sub-committee which considers the requirements
of cyclists within the municipality. Bicycle funding comes
from the RTA
Ross Selleck concluded in thanking attendees for their input.
He will refer the matters raised to the Manager Traffic for
investigation
John Gebler proposed a vote of thanks to both Ross Selleck
and Clr Rod Tudge for giving of their time in attending our
meeting. Clr Tudge will report progress on these traffic issues
to GCA's 2002 meetings.
COMMITTEE REPORTS
Planning & Development - Jo Cunningham reported that the
subcommittee is working on having two reference documents
added to GCA's webpage to assist residents in respect to DA's.
This subcommittee is also continuing to review DA's and will
report further to the next meeting.
M2 - in John New's absence John Gebler advised that the RTA
has published its latest proposal for the Lane Cove Tunnels
to connect the Gore Hill Freeway to the M2. The proposal is
for two three-lane tunnels with high exhaust stacks.
Shell - nothing fresh to report. Shell planning to stay to
2007.
Youth - Apart from Council's response to our letter re skate
parks nothing new to report (refer correspondence).
Neighbourhood Watch - John Gebler reported on a re-structured
organisation which may be distributing a pamphlet before Christmas
Cycleways - Don Murchison advised this sub-committee met recently.
They will be meeting the President of the Golf Course to discuss
the concept of a shared passageway near the golf course for
walkers and cyclists.
Work register - no requests during the last month.
COUNCILLORS REPORTS
Councillor John May addressed the meeting on
a) Council is putting together a comprehensive Local Environmental
Plan and community consultation is about to commence. An "issues"
paper is being prepared by council. It was decided that the
Secretary should write to Council requesting a copy of this
paper to aid the Association in putting together its submission.
It was also unanimously resolved that GCA should ask Council
to be included on the Consultation Committee
b) Strand - independent legal advice on probity is due imminently
and will include current valuation for the property. That
information is to be made available to the public.
c) Rosenthal - independent legal advice imminent. Developers
have submitted a revised plan which substantially differs
from what that originally lodged.
Councillor Rod Tudge spoke on
a) Central Ward By-election (replacement Karen Rule) to be
held this weekend 15 December
b) EIS of M2 has shown that the high chimney stacks will result
in an increase of background pollution of 10%.
It was proposed by John Gebler that the secretary GCA obtain
further information from Ray Kearney and that such information
should be placed on the noticeboard. John Gebler also proposed
that GCA should make a submission to the RTA for in-tunnel
filtration or filtered stacks. Seconded: D Smith; carried
unanimously.
GENERAL BUSINESS
None
Next public meeting will be the AGM to be held on 20 February,
2002
There being no further business the meeting closed at 9.20
pm and supper was served
PS to Minutes: Reference items 3(e) of the Minutes of Committee
Meeting of 20 November; and 7(c) of Minutes of General Meeting
of 17 October, 2001; Councillor John May was asked what was
happening following Mayor Roberts' request for an upgrade
plan for all shop fronts within the municipality. Councillor
May has spoken with LCC General Manager who has advised that
Council officers are putting together a report to be put to
Council for each of the regional centres. Work will be done
over the next two years. It is hoped that Greenwich shopfronts
will be the first to be done as they have an approved plan.
Money is available for this work.
