Notification of several DAs from LCC

 

To Ross Selleck of LCC 15/6/03: re speeding in Innes Road as raised previously by Anne S (email communication)

To David Kettle of LCC 17/6/03: re DA38/100 72 Greenwich Road regarding lack of reply to GCA letter of 23 February and concern of GCA public meeting on 16 April that no response had been received to a number of issues including fire safety issues.

 

Note: request that letter be sent to RTA regarding cars that park in the northern part of Greenwich Road preventing cars turning into Greenwich Rd from Pacific Highway in the afternoon peak hour. This is a major blockage spot and suggestions were made that it should be a tow away area because of the dire effect on traffic flow of even one parked car.

Financial report read and accepted. Total equity $7325.19.  106 paid up members. Note: 103 non-renewals in 2003.

 

Tom L suggested that the financial report might also show “receipts” and “expenditure” to give a better picture of a month’s activities.

John May’s Report

Carlotta St:  Traffic calming investigation has been ongoing for 3 years. 44 residents have signed a petition regarding a major problem of speeding.  2 roundabouts were proposed but rejected after a poor report which did not answer the relevant questions and issues. East ward councillors were not in agreement. The problem is not solved and is likely to come up again for discussion, at which point a proper report should be done and action taken

 

Greenwich Baths:  The situation remains open.  Expressions of interest are only now being sought. If none are successful the baths may open permanently with no supervision.

There have been 16 enquiries although they might not all follow through. Likely to be some months before outcome is known

 

School: Greenwich Sports Club proposed installation of a Netball court at infant’s school site and LCC has funded this.

 

Woolworths: 3rd proposal has been submitted to LCC and has been referred to Financial Officer. A schedule of meetings will occur and if the submission is suitable it will be released for public examination and comment. A survey will then be conducted as to the preferred option. No imminent solution.

 

Duntroon Ave:  Australand DA for the site exceeds the LEP parameters imposed by Planning NSW.  An audience member noted that the size of the development will have the appearance of the large development at Birkenhead Point, which others noted is overpowering.  An appeal to LEC likely after 40 days has elapsed. Concurrently, LCC is challenging the NSW Govt. on the legality of the LEP.  Newlands Park has been listed on the LCC Heritage list which may have some constraining effect on actions that might damage its amenity.

Uncertainty about the situation from here. 

Local LEP progress: A comprehensive plan by LCC regarding zoning is making good progress and a draft has been reviewed by a community forum.. Comments are sought. Des Brady has been attending relevant meetings for GCA. After further amendments, the plan will be released in a suitable format for public exhibition in September
Clancy Terrace:  13 units had been sold to date with take up from local residents looking for smaller accommodation. A cross section of the population is represented.
Lane Cover Tunnel:  Dr Best, noted
Queensland air quality expert has reported that particles of harmful substances in the air will exceed allowable control levels, especially in winter.  Copies of his report have gone to Bob Carr and Carl Scully.  LCC will fund Japanese expert to be brought here to address high level meetings avoiding the previous experience where decision makers went to Norway and were unable to see key experts. A public meeting is to be held on 6 September.

14 George Street: LEC discussions held with 16 and 12 George St. with some possible compromised reached, but no details available. John G noted that the development file is a public document and the DA process must be open, which would mean that marking outcomes ‘confidential’ is not possible. There was also comment that reaching a decision prior to the option for comment being provided is problematical.

There was a technical breakdown causing delays in the updating process, however this now fixed. Information to be downloaded includes information for the pre school and application forms. There have been three requests for information resulting from the site. One of these was from a research student re zinc levels at different locations on the peninsula.  Information was provided from Shell that this was likely to be related to previous operations soldering kero tins in the old workshops. The other requests were for information from potential residents, so the site is proving useful.

Shell Gore Bay

A simulation exercised was held to coordinate multiple emergency services in early June. The outputs will improve control room processes and radio frquncy allocations.

 

 

Community Day

Discussions underway. Greenwich Ramble suggested. Rod Tudge noted that Osborne Park has held a bar b que in conjunction with a brief scheduled meeting of 10 mins which has been successful.
Dennis Smith who represents FOGS, has been encouraging people to add to the Fun Run day scheduled for 14 September.  Further discussions.

Speed cameras outside schools were applauded as a good idea. It was suggested that requests for traffic calming devices should be directed to LCC who can request that sites be ‘put onto the list’ for future work.

Funds: LCC has some discretionary funds for minor works (such as the netball court previously mentioned as being installed at school).  Groups should make application for these funds as there are no pending projects.

Bay Street Wharf fencing suggested as possible project

Health/amenity issue: Fishermen at the sailing club late a night have no access to public toilets. Residents are concerned about the nearby bushes being used as toilets – with clean up left to locals who are not prepared to continue to handle the mess.  Discussion ensued about possible provision of toilets, use of sailing club toilets. Issues were canvassed, recognizing that wider issues of public health and amenity should be raised

Tom L suggested that a trial of a public toilet in the area should be promoted. Meeting agreed.
